General Meeting Minutes April 18, 2007 12 noon Qualicum Beach Civic Centre

Michelle Jones called the meeting to order at 12:15 pm and introductions were made around the tables. Michelle introduced Karen Barry and turned the meeting over to her.

Karen Barry presented an overview of Environment Legislation Related to Land Development covering the Fisheries Act, DFO Operational Statements, Riparian Areas Regulations, BC’s Water Act, BC Wildlife Act, Ministry of Environment’s Raptor Guidelines, Develop with Care Guidelines, Bird Nesting Season, Sustainable Communities and giving online references for members information. Following the presentation, Karen invited anyone with further questions to contact her at her office at EBA Engineering. The presentation was well received by all in attendance. Business Meeting Approval of Agenda Add MICA Golf Tournament and Business Examiner under New Business Approval of February 21, 2007 Minutes MOTION: Moved by Helen Sims, seconded by Karen Barry to approve the February 21, 2007 minutes as circulated. CARRIED Financial Report As Egon Kuhn was not in attendance, there was not a financial report available. Michelle Jones reported 62 members to date. Reports from Municipal Liaisons Councillor Wendy Maurer, Town of Qualicum Beach · Wendy thanked the ODCA for reviewing and making comments on the Bylaw interpretation with respect to the setbacks of residential building. The changes have been made and the Bylaw changes are going for 3rd Reading. A letter will be forthcoming from the Town of Qualicum Beach. Councillor Marc Lefebvre, City of Parksville · Marc reported on new construction approved: o Alberni Hwy and Jensen, a 2 storey condo and office building o Craig St., VIHA complex o Jensen & Corfield, phase 3 project apartment complex · 200 condo’s in the Parksville downtown core · Parksville Advisory Design Panel is reviewing the designs Committee Reports · Helen Sims reported that the Regional Growth Strategy review is conducting a full day public workshop on Saturday, May 5, 2007 (9:00 am to 4:00 pm) at the Grand Hotel in Nanaimo to discuss what can be done to create a sustainable future for the region. Helen encouraged members to attend this workshop on behalf of the ODCA. Pre-registration for the Sustainability Workshop is required as space is limited. The checklist is unworkable as it conflicts with Parksville’s OCP and Engineering Standards to adhere to sustainability. · Councillor Marc Lefebvre reported that the past 2 submissions for approval have the included the Sustainability Checklist and were well thought out and presented. Specific conflicts can be sent in to the City for review. · Mayor Sandy Herle welcomed anyone with conflicts to meet with her in her office. · Mayor Sandy Herle reported that the City of Parksville is holding a free public Sustainability Conference with renowned UBC Professor Dr. William Rees to speak on the topic “Can We Create Sustainable Communities?.....and if so, how?” on Wednesday, April 25 at 7 pm, Parksville Community and Conference Centre. · Councillor Barry Avis reported that the Town of Qualicum Beach has established a rain garden to support sustainability. There has been controversy in Qualicum Beach over the stairway constructed to the Beach serving 2 new strata complexs. Industry Data Compilation · Michelle Jones reported that the Board has set up a committee to compile data on the development & construction industry in Oceanside. Committee members: o Duane Round o Kim Burden o Matt Breedlove o Dave Bryan This is a big project and anyone wishing to help contact Marilyn or Michelle New Business RDN Sustainable Future Workshop · Details in first bullet under committee reports. Please contact Marilyn if can attend the workshop on behalf of the ODCA. Parksville Revisions to Development Permit Submission Requirements · Available on the City of Parksville website. · Mayor Sandy Herle reported that she would be happy to arrange for a staff member to attend an ODCA meeting to explain the changes. Sandy will set up a date with Marilyn. Parksville Building Inspection Policy – Insulation & Vapour Barrier · Councillor Marc Lefebvre reported that the onus is going to be on the developers to keep the process moving. · Michelle Jones reported that the ODCA is sponsoring an HPO seminar on June 20th on the new building code. BIA Update · Michelle Jones reported that the Parksville BIA has been established and she is on the committee representing the ODCA. BIA brochures were passed out. · April 23 -29 will be a clean up blitz on the downtown core. ODCA members may be called upon to provide equipment for cleaning the streets. · Members of the Community Assisted Living have been hired to pick up litter in the downtown. · Associate members are welcome. MICA Golf Tournament · As ODCA has a cross membership with MICA, members are invited to attend the MICA Golf Tournament on Saturday, June 9, 8 am at Mount Brenton Golf Course in Chemainus at a cost of $80.00 for golf & dinner. Anyone interested contact Marilyn for the registration form. Business Examiner · Michelle Jones reported that the Business Examiner is putting together a feature section about the Construction Industry on Vancouver Island. Marilyn will contact them to advise them that the ODCA does not have an advertising budget, but are interested in a relationship with the newspaper and especially this special edition. Helen Sims moved the meeting adjourn at 1:30 P.M.
