Michelle Jones called the meeting to order at 12:15 pm. and introductions were made around the table. Michelle introduced Gayle Jackson and Nigel Gray from the City of Parksville
Guest Presentation: Gayle Jackson & Nigel Gray · 2 months ago the planning department reviewed the application form and clarified it with small changes. · ODCA member, Manley LaFoy is a member of the Parksville Advisory Design Panel. · Nigel Grey is handling the development permits for the city. Questions · Projects coming to the table are not all equal. Is it the intention for every minor project to complete the checklist? o Gayle - All the checklist asks for is only what the planning department requires. Individual projects will be approached specifically. o Nigel - A received simple site plan will not be required to meet all the requirements on the checklist. · The checklist requirements are an onerous expense to the developer before the development permit application is approved. o Gayle - Lobby the provincial government as it is legislation that we have to adhere to. If the ODCA provides a list the planning department will take before Council. o Nigel – Looking for conceptual irrigation plans. · There needs to be understanding on the level of stages for projects. There is no room for flexibility, time is money. o Gayle – Provincial legislation limits flexibility and we are stuck with it. · You can always ask for a performance bond. o Nigel - You are asking for staged process. o Gayle – Put something together for the pre-application process and she will take and present to Council. Form P registration. o Councillor Marc Lefebvre – he will present ODCA recommendations for change to the planning committee. o Gayle – the intention of the checklist is to be really exact about what is required. · Can attest from sitting on the city design panel that it is horrible what some developers propose and submit. o Nigel – Detail is what the city needs to complete a project. · The checklist is too black and white with no room to move. o Gayle – The checklist is designed to have all applications on the same page. Is there any lack of clarity regarding the checklist? · Is there any chance of pre-application meetings? o Gayle – Do not want pre-application meeting, trying to resist. Call on the phone for pre-application inquiries. · What are the time lines for average applications? o Gayle - Subdivision PLA 5-6 months Rezoning ? Simple 4 months Development permits are speeding up depending on the application. · Are you using contract consultants? o Gayle – We tried and it slowed things down. o Gayle – The planning department is also working on other things such as Affordable Housing, Sustainable Development and an OCP review.
