General Meeting Minutes May 21, 2008 12 noon Parksville Community Centre

Michelle Jones called the meeting to order at 12 noon and welcomed Sean DePol as guest speaker. The meeting was turned over to him for his presentation on the RDN draft bylaw to amend DCCs within the Northern Community Sewer Service. Bylaw No. 1442.02
Sean DePol spoke to the draft bylaw with a power point presentation. Points covered in the presentation: · What are DCCs · Benefiting Factor · Assist Factor · Northern Community Sewer Service Area DCCs · French Creek Expansion Plan o Stage 1 (constructed in 1977) designed to service 12,000 people o Stage 2 to service 24,000 people o Stage 3 under work now to service 32,000 people o Stage 4 construction of brand new plant added on to the existing plant scheduled to start in 2012/2013. It will be a 2-3 year project. · DCC Review · Proposed DCC rates Northern Community Multi family to be rated by m² rather than by previous rated per unit. · Single family lots or buildings $10,858.01 per lot or unit · Multi family $103.41 per m² of gross floor area · Commercial $46.53 per m² gross floor area · Industrial $46.53 per m² gross floor area · Airport Industrial $5.17 per m² gross floor area · Institutional $56.88 per m² gross floor area · Northern Community DCC Calculations · Implementation
Some questions and discussion points from around the table following the presentation: · Multi family proposed raise is much higher than single family, why? o Working with the historical average shows less people occupying single family compared to multi family. · What is considered multi family? o RDN – 2 or more units o Parksville & Qualicum Beach will be decided by each municipality. · Developer would pay DCCs, but if the builder builds a secondary suite he would pay multi family DCCs at the building permit stage. · Parksville considering making it mandatory for new subdivisions to construct secondary suites. · Bill 27 looking at certain exemptions to collecting DCCs. · Calculation of DCCs on multi family will do nothing to promote affordable housing. · Suggest basing DCCs on the number of fixtures. · Request for Sean to educate the politicians on today’s discussion. · Sean reported that points brought up in today’s discussion will be included in his report. Third reading will be in June or July. · Why not hold a public hearing where politicians will be present?
Michelle Jones thanked Sean DePol for his presentation and for taking part in the discussion.

Following discussion, it was agreed for the ODCA to make a delegation to the RDN Board meeting on Tuesday, May 27th 7 pm. to address the amendments and request a public hearing to include politicians. Helen Sims will request the delegation following this meeting. All members are requested to attend this meeting to show support and strength. Members do not have to stay for the whole meeting, only for the ODCA delegation.

MOTION: Moved by Maureen Pilcher, seconded by Duane Round to accept the minutes of April 16, 2008 as circulated. CARRIED
Financial Report – Egon Kuhn · 80% of membership paid to date, Marilyn will be following up by phone to members who have not paid their 2008 dues.
Michelle Jones introduced and welcomed Douglas Smith, new Parksville Economic Development Officer to the meeting.
· Wendy Maurer thanked the ODCA committee for their review and comments on the Erosion Control Bylaw. Staff have amended the bylaw to reflect ODCA comments. · Michelle Jones reported that the ODCA have not received a copy of the amended Bylaw. Wendy Maurer will request that staff forward a copy to the ODCA. · A secondary suite bylaw will be put forth to Council in June. · To Promote Affordable Housing in Qualicum Beach, developers will be requested to provide a financial contribution or 15% of units be designated for affordable housing. Committee Reports Qualicum Beach Green Building Housing Development Meeting – Shirley Wright · Shirley Wright reported that she received 12 responses to the Green Building Survey emailed to members last week that indicated that developers do not want platinum Leed certification for all building in Qualicum Beach. · Qualicum Beach planning department is leaning towards platinum certification and have requested input from the development community. More input is needed from the membership to enable Shirley to make a strong statement at the next Green Building Meeting. Marilyn will resend out the survey and convey to the members the importance of filling out the survey. · Wendy Maurer reported that Paul and Luke are in support of Leeds Platinum certification and suggested that the ODCA make a delegation to the June 9th Council meeting to address Leed certification. · Following discussion it was agreed for ODCA to make a delegation at the June 9th Council meeting to address Leed certification. · Manley LaFoy reported that the Architect Association that he belongs to are having second thoughts on building green. It is getting out of control and they suggest getting back to green basics.
RDN Growth Strategy Review · Michelle Jones reported that Paul Thompson has been invited to the June 18th General Meeting to address the review.
