Rob Hill called the meeting to order at 7:30 A.M., introduced and welcomed
the guest speakers, Geoff Garbutt and Pam Shaw and turned the meeting over to
them.
Geoff Garbutt spoke to RDN Electoral Area F Zoning and Subdivision Bylaw No.
1285
Copies of the Bylaw were distributed to the members. Copies of the
Bylaw are available on the RDN website www.rdn.bc.ca
and also available by calling Marilyn for a copy.
This Bylaw is separate from Bylaw 500 and only applies to Area F.
RDN conferred with 800 owners and interested groups before adoption of
the Bylaw on June 25, 2002.
8 categories of zoning
52 site specific zones
11 comprehensive development zones
3 Zones
1. Industrial Development
214 ha of industrial land in 3 zones
Focus of industrial development is Church Road (30+ - 5 acre lots)
Key issue is groundwater protection EBA Study
Bylaw includes prohibited uses, storm water standards and storage
regulations
2. Home Based Business
Recognizes smaller scale rural commercial/industrial, not urban
regulations
Allowed in all agriculture, forestry, rural, residential and mixed use
zones
Maximum of 400 mē including outdoor storage
2 non-resident employees
3. Strata Title Development
Bylaw includes minimum permitted lot sizes and minimum frontage for
each zone
Bylaw requires a density of 1 dwelling per 2.5 acres
Where a parcel is large enough to allow for 2 or more dwellings, at the
time of construction a building strata can be registered and is recognized
in the Bylaw
Ground water issues and storm water management are included in the
Bylaw refer to section 2, page 2.
Run off control standards refer to section 2.5.
No business licence requirements.
No building inspections.
Home-based business registration is offered at no charge for listings
on the web site.
Housekeeping amendments will be made to cover site specific existing
use zones for properties that were missed in the Bylaw.
Feedback would be welcome from members on their experience working
within the Bylaw.
Discussion on Bylaw 500 height restriction definitions (average of 4
corners). An amendment to Bylaw 500 definitions must be presented to the Board
of Directors. Direction for definition amendments comes from the Board of
Directors.
Rob Hill thanked Geoff Garbutt and Pam Shaw for their informative
presentation.
