Bruce Cownden called the meeting to order at 12:05 pm. and introduced guest speaker Greg Keller
Guest Presentation Greg Keller, Electoral Area G Official Community Plan Review Greg Keller presented a handout of the review and spoke to draft changes to the Area G OCP: · Section 2.0 Protecting the Natural Environment · Section 3 Containing Urban Sprawl · Section 4 Creating Complete Nodal Communities · Section 5 Protecting Rural Integrity · Section 6 Enhancing and Maintaining Parkland, Green Space and Natural Areas · Section 7 Institutional Uses and Improving Servicing Efficiency · Section 8 Creating a Vibrant and Sustainable Economy · Section 9 Improving Mobility · Section 10 Development Permit Areas · Section 11 Official Community Plan Implementation Strategy
Questions and comments from around the table: · It is my understanding that Coastline and Hazard Lands Development Permit Areas will not be applied to San Pariel. Will you confirm? - Will record the comment and pass forward. · Why are you limiting space for secondary suites? - Traffic and parking. Does not apply to densities outside the urban containment boundaries. · The community is in support of attainable housing and Parksville is looking to go to larger size secondary suites. · The building code states 40% of dwelling can be allotted to a secondary suite. · Qualicum Beach encourages carriage houses with suites over garages, this would be well suited to rural areas. · How is Church Rd. to Stanhope going to be connected? - This has always been in the plan and private land will need to be acquired to complete. · Where will the water come from for the density planned for Wembley? - Density cannot happen till water is available, private water EPCOR. · Does it make sense to encourage additional development nodes so close to Parkvilles downtown core? - Referred to increased density around Wembley Mall. French Creek is the only area inside the urban containment boundary. It will encourage growth inside urban containment boundaries and discourage outside the boundary. · What is the status of Hamilton Marsh? - Will look into and email a response. · Question the retention pond safety in populated areas. - The intent is to manage the site with appropriate servicing. · Who will maintain storm water management? · The Arrowsmith water service, how does it apply to Area G? - Will look at in the future. · What about industrial land? - No support has been shown for any further industrial land. Make a submission. · Regarding the plans for an additional road in San Pariel, would suggest a bike path or walking path instead. Greg Keller thanked the ODCA for inviting him to the meeting and welcomed further discussion by calling him at his office. The 3rd draft of the review will be after the open houses. The bylaw process is planned for year end.
